dBaseII+ error message "Divide overflow" in Windows XP

When I run DbaseIII+ in WinXP CMD.EXE, I got an error message "Divide overflow" as enter dBase. And jump to dos prompt. Why ?
 
I delete the config.db, the error message disappear.
I can enter command mode. But when I type "ASSIST", the same error message occur. Does anyone know why?
 
I think this is not a problem with XP. Old DOS apps have often problems with "faaaassssssst" machines.
