DB2 environment handle

Has anyone encountered the following message when invoking the DB2 control centre or command centre?

"[IBM]JDBC[IBM] JDBC DRIVER CLI0647E Error allocating DB2 environment handle"

We cannot find this error documented in either the DB2 CD's or the web site.
 
Thanks. We saw that post and tried it, but no success.

We had to reinstall everything.

Problem seems to be related to the database locale. We are unable to create a database with a locale of country=taiwan, codeset=big5. We fiddled with regional settings in Windows but this resulted in the "unable to allocate db2 environment handle."

For the moment we are using database locale of country=us, codeset=utf-8.


 
I fixed my issue, by making sure that the I had sourced the db2profile before running a command.
 
What do you mean by "sourced" when you said "I had sourced the db2profile"? Could you elaborate? Thanks.
