Patch files are available for download from hp.com 'Software & Driver Downloads' area.
You will need to 'register' for the download, but it doesn't require a support agreement.
The patch for my 11.11 box was 'PHCO_34668'.

You could 'man tztab' and make the modifications to the 'tztab' file yourself...
