On my SharePoint installation, when added new items for events, announcements, etc, it specifies that dates be entered as M/D/YYYY: -

Enter date in M/D/YYYY format.

Is it possible to change the date format to the day/month/year format ?
 
Yes, you must change the locale. You should do this anyhow, because it also affects you timezone and the like.

In Sharepoint Portal Server you can do it with Site Settings -> Manage security and additional settings -> Modify regional settings

In Sharepoint Services it it Site Administration Pages -> Change regional settings

Select the country that most of your users orininate from, and you're finished.
