Database read only and it still locks

I manually copy one Access 2000 database from one server to another.
After copying Access 2000 database from one server to another I sometimes get this message:
Code:
Cannot copy myDatabaseName:  There has been a sharing violation.
The source or destination file may be in use.

The destination database shows does show it is locked with a locked file.
The destination database has been set up with read only setting and has a form that is used by 3 or 4 users that is read only and doesnt allow any write capability. The form allows users to scroll and search through 200 records.
Why would it lock on the a read only database and how can I eliminate this problem?
 
It is locked because it is opened by users and they have tables / forms / other objects open. If you switch to a front-end / back-end type of database, you will have a similar problem.

Get the users to log out during the updates.

I never seem to have this problem using Server side language Front Ends working with Access 2000 databases.

Why do Web pages with forms never have this problem?
Is that because Server sides (such as JSP, Cold Fusion, ASP) have database connection methods that are working in the background or is it because the actual Access form is sitting in the Access file and thats what locks it when a user is using it.
