Database and workgroup information file on network does not work?

I created a workgroup information file and put it on the network for everyone to access hand in hand with the database. I then set up new users with Users and Group Accounts, user names, personal id's and passwords. All the passwords work perfectly on my computer, but if I simultaneously want to log on as a different user on another PC in the network, it does not work. I thought it should work if you put the workgroup information file in a folder on the network that is accessible to everyone. I did not run the user-level security wizard yet. Does it have to do something with that?

Open the database and on menu click Tools-->Options, select tab :Advanced, at top right frame Default open mode, select Shared if not selected.

Then join that workgroup information file from every computer or
create an appropriate shortcut like
"C:\Program Files\Microsoft Office\Office\MSACCESS.EXE" "\\ServerName\FullDatabasePath\DatabaseName.mdb" /WRKGRP ""\\ServerName\FullDatabasePath\Your_System.mdw"
on each computer to open the database.
