Indesign can vary length of dashes and spaces within strokes.
Check out the bottom area of the Stroke panel...it should have a handful of horizontal boxes...dash gap dash gap dash gap.
try something like dash 10, gap 4, dash 2, gap 4. this will give you the idea and then you can fiddle.
Alternatively, if your outline is intended to be horizontal then check out the tabs window. click on, or create, a tab and enter -. in the leading box. this should give you -.-.-.-.-. between the tabs
