cuting an image with an angle

If you are referring to the text itself it looks like it is plain text with a bevel filter applied to it.

I think he's referering to the my simon banner in wich case play with the pen tool for a bit and you will figure out how to create them angles pretty easily.
 
After using the pen tool rasterize the layer and you can clean up the edges and manipulate it the way you want. I have used it to create many banners, you can also try using the feather tool to soften the edges once you get the shape your looking for.
 
cant you use the marquee and make a rectangular selection -- then go to select>modify>smooth?

that will round out the corners.

If you are wanting to sharpen up the edges, once you have created the shape you want copy it into a new alpha layer. in there go image>adjust>level. In there you can ajust how sharp it is without creating too many jaggies.
