I have some custom commands to keep the employees using act more effectively, yet i find the only way to integrate them into a toolbar is by adding them manually, one by one. What am i missing here? Is there a way to save a toolbar and add it to each user?

From the standard user's perspective, no... I believe this can be done with the SDK, but it is beyond my skills and experience.

You may want to check the add-on site to see if someone has addressed this.

You can share most settings/customizations in ACT by exporting/importing registry keys. Looks like the Toolbar definitions are located in
[HKEY_CURRENT_USER\SOFTWARE\Symantec\ACT!\TBarMenuConfig]
and sub-keys

Get the ACT Data Diagnostic Tool and use the "Backup ACT Registry" feature. From there, you can selectively choose what settings to export. Then run the exported file on the target computer
