custom activex for cobol access file 1

how i can access to fujitsu cobol file into an custom ocx ?
if i use the classic istruction like:

ENVIRONMENT DIVISION.
INPUT-OUTPUT SECTION.
FILE-CONTROL.
SELECT MVEX ASSIGN TO WEXT-MVEX
ORGANIZATION IS INDEXED
ACCESS MODE IS DYNAMIC
......
DATA DIVISION.
FILE SECTION.
FD mvex BLOCK 2 RECORDS RECORD 256 LABEL RECORD STANDARD.
..........

compiler say:
FjCob97CmpScr1(8) : JMN1686I-S PROGRAM DEFINITION CAN BE SPECIFIED IN LABEL RECORDS CLAUSE

 
Try dropping the BLOCK, LABEL and RECORD clauses from your FD. It's not supposed to look at them but it appears it may be.
