Currency Problem In Windows 98

I work as a techincal support advisor for an insurance company who send out a piece of software to agents. We have a few users that when they try going into the software, it comes up telling them that they need to change their currency. Problem is that when they go to change the settings its already set at english (united kingdom), and the currency is a £. Is there any other place where this can be changed at all ?
 
Can you set it for English (United States)?
Control Panel/Regional Settings/Currency
 
Yes. I have tried changing it to US, restarting the computer and restarting it to UK again to see if it helped but the same error occoured. Everything can be changed fine but it seems that the program is picking up on a setting somewhere that hasnt been changed
