CSS sheet not linking

I run a website with two frames. They share a common CSS file. On my local version of the website, it runs properly, but when all the files are uploaded, one pane doesn’t link to the CSS file, but the other does.

The result is that one pane does not have my selected back-color, but the other does. Not too difficult to work round at the moment, but unless I can fix the CSS, other problems will doubtless arise as I develop the site.

I’ve re-sent all the files, but the condition persists. Any ideas?
 
Sorry to be so slow in replying. I greatly simplified the site to post the source & voila! no problem: both frames have the required lime-coloured background. I tinkered with the proper site all one evening to no avail, must be something very simple staring me in the face.
