Is it possible to stretch a background image using css?

Not with currently supported css. You can however stretch an image with CSS -- if you were to assign low z-index value to the image and position it absolutely, it could work. However, I think it is usually not worth the effort.

If you mean with variable width content can you have a seamless image rather than a repeating one, just make the image large enough to cover all browser resolutions.
