CS1Ke adding an MGC and TMDI clock question

I've added an MGC and have it functioning. I am adding three PRI circuits on three TMDI cards. I have a TMDI in slot 1 with a clock controller on it. I've programmed my route/trunks and dchannels all per the specs telco has given me and I can enable/disable and force download the TMDI firmware so I know I'm talking with it. The MGC is up and running no sweat but I go into ld 73 and try to add the clock and I get sch124. I've tried it with the TMDI enabled and disabled and it doesn't seem to matter. I don't have the circuits turned up yet but I didn't think it mattered to add a clock controller. Any ideas on what I might be missing to get it to take the new clock. I'm pretty confident I'm inputting the right shelf/card info into the DDB when I get the SCH code. I'm on release 5.
