I have a rel 5 to install is there a preconfigured default database like the opt11 or cs1000s
 
When you boot release 5 there is no preconfigured database only a default which has nothing
 
You are 100% correct. What I meant was that you can create a default database using the same commands that were available in 4.50. See below where I creat a new Customer 10 in my switch:

Oh wait, I see where you are going now. You used the old 25.40 database files from way back.

No they are not there anymore, but you could make a backup of one of those old systems, and convert the database. The conversion tool is on the software media.

On the Call Server distribution media, look in the utilities directory and you will find a file there called CS1000cnvrt.exe. Use that to convert one of your old default databases.
