CS1000E Rls6-IPSEC should be enabled or disables?

If the customer is not particularly asking for it, i would say disable it as it can sometimes cause problems when you are not able to enable it for all the elements (MGC, CS, SS) at the same time because they can't negotiate when some have IPSec enabled and some not.
