CS1000E Card inventory failing

When running INV GENERATE CARDS get the folling message "Generate card inventory
Card file is Aborting generation, try again later"
It will run INV GENERATE SETS.
This is a CS1000E/CPPM running rls 6.

A manual INI of the system resolved the issue
