Crystl16.ocx wont load

Tring to set up a VB4 app on Windows 2000 ....
The Crystal16.ocx control won't load when I open
the .VBP file ....The error msg is
"Unable to Create Embedded Object" ....
When I try to open the frm file that references the Crystl16.OCX the error msg "Cannot Load xxx.rpt"
is written to the log for that .frm file.
All the references in the .vbp file have been changed
to point to winnt\system
I checked the registry and Crystl16.ocx is there.

This works fine under Windows 95.
Any help wouuld be appreciated.

I've had all kinds of problems loading 16bit into Win 2000 3 files will give you a problem MSVCRT.dll
MSVCIRT.dll
CTL3d32.dll
take these out of your installation
