Crystal Server Log Off Issue

Hello, I installed Crystal Server XI and it is working fine. However, when users log onto infoview (RAS) then they just shut the browser window it keeps them logged on. Needles to say it doesn't take long to use up our concurrent licenses. In the central management console under RAS server I have set the "Minutes Before An Idle Connection Is Closed" setting to 2 minutes. Shouldn't this automatically log the person off if they are idle or close the browser without logging off? Is there another setting I should be changing?
