When I changed to Windows NT, I had the same problem with a Visual Basic program. I had to run the RegSrv32 executable from the Start button. To register my COMCTL32.OCX <br>
RegSrv32.exe C:\Winnt\System32\COMCTL32.OCX<br>

I also had to start with a fresh copy of the Visual Basic Program, or one that had not been saved on the NT machine yet.<br>

There is also a program call "vbc" - from - that fixes registry problems.<br>
