Do you need to
a) simply print the report with the comments, or
b) save the comments so that at a future date, when the report gets opened again the comments show.
If B, do you need to see the comments after refreshing the report with new data from the database or is it enough to preserve the report data and comments for a future date (without refreshing the data from the database)?

The general direction I would take on this is an On-Demand subreport that would take the comment (captured in the main report via a parameter or a UFL) and persist it to a database (via a command) or to an ini file (via a UFL).
