Crystal Report error

I have an crystal executable on a server. However when a user run this report they get an error "The library pdbxbse.dll cannot be found." What is causing this error. Please help this is an emergency.

Please help this is an emergency. Also, I forgot to mention one user is an administrator. When she logs in she is able to print the report without getting the error.
