Crystal OCX giving RTE 20532 cannot fin database dll

I have crystal 7, VB 6 , NT 4 and access 97 and I get this error when I distribute the app.

I have read through the run time help file from seagate and as far as I can tell, have included all required files.

Has anyone come across this one before ?????
Been trying for weeks now.
