Crystal 9 License Key and Wise for Windows Installer 4

I am having a problem deploying our VB reporting application in Wise for Windows Installer 4. I have included the necessary merge modules for Crystal Reports 9 into the merge modules section of Wise, but when I go to compile I get a compile error on the License.msm merge module. I have included the 19 digit key code, but I still can't get the thing to compile in Wise....Anyone ever had this problem or have any suggestions??
