Please define "webreports". This is not a crystal term to my knowledge. Is it a 3rd party product?
Crystal reports 8.5, by itself, has no ability to run reports on a website. You would need to use Crystal Enterprise 8.5 or a 3rd party product to do this.
Crystal 8 came out in 1999, so it predates windows server 2003 by a few years. If I was tasked to put reports on the web I would buy Crystal Reports XI Developer, which comes with a 5 user Crystal Reports Server license. Much easier to work with than Crystal Enterprise 8.

yeah sorry about the bad terminology. I refer to Crystal WCS. We are upgrading hardware at a client's site and they have reports served using wcscgi.exe.
To upgrade their crystal version will not only mean $$$ for them (new license and, i believe, new development of reports access to allow for new version functionality), but a learning curve for us (as we stopped upgrading when they changed the operation of the web reports)

However, for anyone else who comes across this post looking for the same answer, I have setup CR8.5 and CE8 on a Win2003 server and it serves web reports fine. (in fact better than it did on win2000 - no looping login when run as a service!!)
