How can i know if the crontab is change by user ?

Keep a copy of it 'as is' and do a periodic diff on the latter and the current version, highlighting any differences. I'm sure there was a recent topic in one of the fora about a similar subect - I'll see if I can find it.
 
If you know the last time you updated it, you can always look at the user's crontab file in /var/spool/cron/crontabs

You can check the cron log activities in /var/adm/cron/log file.

Create cron.allow or cron.deny files in /var/adm/cron to prevent users from accessing the crontab command.
