Crisis alerting

I'm setting up crisis alerting, I'm not sure how to place a call that will get to 911 with it in place. Still searching older posts but would appreciate any help.

Second piece is if you want folks to be able to pick up the phone and just 911 rather than 9,911...

Thanks, think I found my problem. The avaya connects to another switch, I was testing with 411 and it wasn't defined there.
