Crisis Alert To Cell Phones

I need help with setting up Crisis alert to cell phones using the "Public-Unknown-Numbering table".
I have the system-parameters crisis-alert set up to call a cell phone and it's working as designed but, I would like for the call to display 911 when the calls are[highlight #EF2929][/highlight] displayed on the cell phone.
How do I set up the Public-Unknown-Numbering table to make it display 911 on the cell phone? I was told to assign a unique 10-digit phone number to a phantom extension that is assigned to my Crisis Alert, but I'm not certain on how to add this information to the Public-Unknown-Numbering table.
Does anyone know all of the steps to configure this?

I fooled around with sending 911 as CLID on a PSTN trunk once. It's a terrible idea, and probably won't work if your trunks are from provider A and the cell is on provider B.

Heck, provider A wouldn't be thrilled with you doing that anyway.

Better to send a bogus DID that the cell phone has as a contact of "PBX calling you to tell you 911 was dialed

That sounds pretty simple, I would name the DID 911Emergency..
