Crisis Alert Routing To Multiple Cell Phones

I configured my system-parameters crisis-alert page to route to multiple cell phones but it only routes to the first cell number on the form, any ideas on how to make this route to the first cell phone listed, then the second cell phone listed and then the last cell phone listed? The x's below on each line represent the cell phone numbers!

The ALERT STATION Every User Responds? y is an internal setting, this requires that any phone with an assigned "Crisis Alert" button has to acknowledge the alarm to stop the alarm from sounding on their phone. I'm having issues with sending a 911 alert to external cell phones, it only goes to the first cell phone listed, and not the next two as designed. Are you saying this setting, "ALERT STATION Every User Responds? y" will route the calls to all three external cell phone?
 
May I jump in and ask what is seen on the cell phone when the call occurs? Interested because we have been looking at an external source to carry those types of alerts (RedSky or E911etc) which is costly in itself.
 
Currently the cell phone displays the company main number however, you can be creative and have it display the name of an extension if you want, i.e. 911Emergency, CodeBlue, anything....at present, I'm only focusing on getting the calls to ring on all three cell phones.
 
Try setting the retries to 3. This works for me and the only difference is this field.
