Creator Owner Security of WIn2k

Dear all:
I face a problem when add the control of "Creator Owner" to the security tab (right click the folders) on my Win2k server. The others users still can delete the files which is not created by himself. I got no idea how it will be, is that I set it in the wrong place or need to set in the permission tab ( right click the folder->sharing->permission ). Please advise.

Creater/Owner is the only one assigned any permissions, there is no inheritance etc for other people/groups?
