I use HelpScribble. It integrates into the Delphi IDE quite well and I found it easy to use. HelpScribble costs USD99 which seems good value to me compared to price of other Help authoring tools (although I've never used any other tools).
You can download HTML help workshop from The Microsoft Web site for free!!. This will do the Job.
There will be the usual problems associated with somthing that Microsoft are giving away!!, but it is FREE.

I've downloaded and been using breittech helpcreator (i Think thats the name!) and its great. Simple as you said, and my help files / tutorials are in place. I only have one question though, how do you make the help files open on the contents page? I only seem to access the help page using Application.helpjump and Application.helpcontext. Can you suggest how to go straight to contents or index pages so that I can give the users such option?

If you are producing HTMLhelp files, Look for a component calld TMSHelprouter, you need to use calls to helpcontext, this will only work with origanal help, and not HTML help the Router componet makes it work with both. I dont know if the breittech system produces old or New (HTML) help?
Ther is a formum on this site for the MS help system "Microsoft WinHelp and HTMLhelp authoring systems" you may get some useful tips there.
