Creating Button States in Flash MX

I've got an interface I'm designing in Flash MX and I have an interface background and buttons have been added. Now I am trying to get the image files of the over and down states of the buttons from the library files into the layers I've set up for them. I have consulted the Flash help and tutorials, but cannot find any approach that allows me to copy the down state button into the down layer and the over state button into the over layer. Any ideas as to what I'm missing?

Yes you can, it's quite easy to do.

Go into your button symbol, click on say the down frame then it will turn black, then right-click and say copy frames, then go back to scene 1 or whatever you've renamed it as, and click somewhere in the timeline and it will turn black , then right-click and say paste frames, and it will paste the down part into your main movie, or which ever one you want to paste in. And of course your button will still be there in the library.

Your explanation sounds like you're assuming I'm trying to copy existing frames from one layer to another. This isn't what I'm doing at all. What I asked was, how can I get my symbols from the library into the appropriate layers in my timeline?

At any rate, I've abandoned the buttons I've created in another application in favor of buttons created in Flash, itself. These seem to work a little better, but now I am still faced with the same problem, essentially. I have my up state buttons, and I have a layer named Up. In addition, I have a layer named Down and one named Over. However, when I click on a button to edit it, only the Up layer is active. If I then click on the Over or Down layer in the timeline, the button is simply deselected and I can't do anything with it. I'm trying to change the color of the button so that when the mouse is over the button, the button turns from gray to red, and when clicked, it turns blue. I had button states GIFs for each state created in PhotoPaint, but I couldn't get anywhere with trying to get them out of the Flash library and assigned to the appropriate frames in the timeline. So, I deleted the buttons and created new ones in Flash. They are named Button 1 through Button 10, and each has a layer with the same name. Fine. I have my "Up" state, then. How do I edit the buttons and/or layers so that I have the Over and Down states included?
