Creating a table that represents a 5068 character Text file.

I am wondering if it is possible to use Access in a situation I am currently in. We need to supply a file for a vendor that contains records that are 5068 characters. Each record is used for different reasons, such as employee information, location information, ect. Currently the only solution the vendor has provided is for us to manually type the information in a TextPad file carefully placing the characters in the correct start and end position.

I have started laying out a Table that contains the fields we will become the 5068 character file. I am wondering if I am on the right path to designing this table or does it even make sense to use Access in this way.

I am thinking I will need to continue to add filler at the end of the table so that all 5068 characters are defined. And that they will be defined in 255 character increments until the total is reached. Am I correct or is there a better way to approach this?
 
To clarify, I have an input file that contains 10 fields of information and I simply want to be able to import that table and output a table that will contain those fields in the specific positions where they belong.

Appreciate any insight into this!
