I think you would need MS Access Developer Edition for this, which enables you to install a run-time version of the application on a user's computer (at least that is how it was in Access 97/2000 - not so sure about later versions).
Hev just done some checking on Google and it seems to be the same with 2003. You need to purchase Office Developer Edition which enables you to package apps so that they will run on computers without a full version of Access.
i have got MS Visal Studio tools installed on my machine, but dont know how to use this for developing the database to include the runtime files within the database.

Sounds like you need Visual Studio Tools for Office 2003, which includes Access Developer Extensions that will allow you to create and pacakage databases with the runtime files for distribution. The 2005 version was just released and is also available.
See the ubiquitous {F1} topic createdatabase. It DOES require Some form of Ms. A., but the creation cna occur on any valid volume / path accessible to the system which does have Ms.A.
Also note that the db (.MDB), once created may be copies or moved to any accessible valid volume / path.
So you have the developer extensions installed? As you step through the packaging wizard, look at the options and one of the options allows you to include the runtime files for those who do not have full blown access installed. If you run into problems running the wizard there are threads on here that you could search for.
You do need Visual Studio in order to do what you want to do, but if you purchase a full blown version of Visual Studio Tools for Office 2005 then Visual Studio is included with it, however if you only purchased Visual Studio by itself you did not get the developer extensions needed to deploy access applications.
I have a folder called Microsoft Visual Tools for office on my c:drive but they dont have anything in. I would have thought there would have been somthing in there for what i want.....Im completly all at sea with this....
If you go into your programs, Microsoft Office, there should be a "Microsoft Office Access 2003 Developer Extensions" with several choices on a submenu. Since you already have Access 2003 and the visual studio tools, there should be a CD that came with your set that says Access 2003 Developer Extensions or something like that. If you did not get that CD then you don't have everything you need to deploy apps, but if you do have that cd and installed it then you are on your way.
