I'm guessing you're talking about 'Tail End Hop Off' a fancy acronym for toll-bypass...
This is high level-
Basically if you have trunking (IP or TIE) trunking between multiple sites, you would create a route pattern to route traffic to the far end site, and then on the far end you would create another route pattern (adding a 9 for ARS) to route out of the that PBX, essentially avoiding the toll and routing over your 'private' network.
It could be confusing if you haven't done it before...
