CPU Throttling - how to limit CPU time for an exe file?

I've got an AutoImport app as part of Kofax Ascent Ricochet that likes to gobble up all my server CPU time. The Help index on 2000 Server mentions Job Objects and CPU Throttling, but no guidance on just how to do it. Can anyone point me to the proper path go make it happen ?

I think CPU throttling can only be done on IIS applications.

Joseph - thanks for the links! reading through the first white paper, I can see that throttling is not the solution I need - looks like I need either another processor in the primary server, or to offload one of the applications to a separate server - the apps using the IIS are mission-essential, and don't need to be turned off for excessive use. Your help is much appreciated!
