CPmail acting like PBX

Norstar XC 7.0 CP150. DID on PRI.

When a caller from inside calls the set, a greeting is received.
When a call is placed from the outside, no greeting is received. You hear, The person you have called is not available followed by "exiting the system".

If the set is hard forwarded to mail, a greeting is received. Receive digits are correct, target line programming is correct.

Any help greatly appreciated.

We are keeping everything at Call Pilot interface, to match all of the PBXs. This has been working for years, through several upgrades and the CP has been in for a year.

I found that not having the set listed as prime in the Target line was the issue.
