CP PM Signaling Servers not getting time from PBX?

Does anyone know if the CP PM Signaling Servers (5.50.12)are supposed to be getting time from the PBXs? All of my ISP1100 servers are staying in sync, but the CPPMs have to be manually updated at least once a week. Is there a fix for this? NTP is not an option for this site.

If NTP is not set up, the CPPMs don't have anywhere to sync to, and will set up internal timing based on the clocking of the PBX "sourcing" of the T1s. This, as we all know, is not perfect and has a tendency to drift causing your displayed time to be off. This is currently inherent to the system, and without setting up NTP, is unavoidable.

We've been trying for YEARS to get this fixed.
 
The PBX time is correct. The CPPM Sig Servers' time is not syncing with the PBX like the ISP1100 Sig Servers do. I am very aware of the PBX time "drift" issues, but this seems to be something diffrent.
 
Are you sure they are synched up with the PBX? Stat Serv in ld 117? Look in element manager in the patching area and see if they recognize the signaling server type or if it says unknown.

Yes. It does show "Link Up" and it recognizes the server type as CP PM when looking in Element Manager, and while doing "stat serv".
