Coverage Path "Next Path Number"? 2

Can anyone explain how a Coverage Path's Next Path Number works. How does it know when to use the 2nd path number instead of the 1st. I got it to work for a vector I have written but I don't know why it works the way I needed to when I added another coverage path into the Next Path Number field. All help is appreciated. Thank you!
 
The next cover path option allows you to split out coverage conditions between two cover paths.

For example inside versus outside coverage conditions.

Ouside calls go to administrater.(via first cover path point 1) and inside calls cover to voicemail(via the second cover path point 1).

You would set all inside coverage conditions in the first cover path to no and all outside options in the second cover path to no to set the condition above

On the left side of the ADOBE screen you open item 4, and scroll down till you see Call Coverage, click that with the mouse.
On the right side you'll see How to administer Call Coverage there is a line there that says Coverage Path click the 5-93.

You'll be taken to page 5-93, scroll down too page 5-94, from ther to page 5-97 it is all very well explained Please let me know if the information that was provided is helpfull.
