Coverage path problem

I have an extension set to the default cov path 3. The user needs additional time to get to the phone before it goes to VM. I've tried assigning different cov paths with more rings and the first point set to h99 (VM). Instead of going to VM when it reaches the max rings, the call goes to the console operator. I've tried using the default settings of the various coverage paths as well as modifying one with the number of ring tones I desire (I'm looking for 6 or 7 rings).
Any idea why cov pa 3 will go to point1: h99 after the default 4 rings but cov pa 1 won't go to point1: h99 after 6 or 7 rings? I made sure all the settings for the two cov paths were the same.
I can send you a screen shot of the configuration page(s) for the station if you want. Thanks for your input.
 
Please post both coverage paths. Also, if you can post the first page of the station in question, and a screen shot of a "stat stat xxxx" for the station as well, that would be helpful.

Thank you for your prompt response. The user decided it was too much bother to have me set this up, so said "never mind".

I do have a new question which I will post shortly. This one is for my edification.

 
If these calls are transfered by the attendant console, check the return call timer on page 2 of console-parameters. If it returns before 6 rings can complete that may be the issue.
