Following a project to install and network a number of Definity Prologix PBX's in East Asia, I think you will find that the answers are;

Yes
Mu-Law
The last answer is based on an old drawing that showed our site in Singapore connected to Philippines as A-Law but then each connected to Hong Kong and Taiwan respectively using Mu-Law. HK and TW would then have been connected to Korea but this is not on my diagram. (Shortly after completion we sold the whole region off!)
