Could not open session on redhat 7.1

I have a problem. After a reboot, when logged in root user it becomes impossible to logon as a other user. The message is the following "could not open session".
There is no problem with the /etc/passwd file or etc/group file.
Please help me !!!!

Sounds like something to do with either the shell the given user is trying to use, like permissions are set to only allow root to execute the shell file (bash, sh, csh,...) or the shell users are trying to use isn't in /etc/shells file.
 
Thanks I've found the problem.
I got an installation program which changed (by mistake) the mode of the /etc directory to 400 when copying ftpusers and ftpaccess that's why passwd and shadow files were not reachable and the "could not open session" raised.
