Corporate Directory says "no number to dial"

I have retrieved phones in Element Manager. I synced in Subscriber Manager and have same amount of sets. I have all i1230 sets and when press corporate directory on phone, all names show up, but on most of them I press softkey for dial and I get "no number to dial". Some IP sets work. I went into Subsciber Manager and clicked on a name to verify ext. was there on one that works and one that didn't. Both sets show ext. I checked class of service for corporate directory allowed and obviously they are all allowed since the names show up on phone of corporate directory.
Any ideas on why all names show up in corporate directory, but can only dial like 10% of them and the rest I get "no number to dial".
