Copying User Rights

I have to create a ton of user rights for different departments on a server edition.
Is there a way to copy an existing user rights group to make small changes instead of starting from scratch each time?

If I right click on an existing user rights the copy and paste function is grayed out

Because you have to do it at the system level, NOT the solution level.
Source: I just tried on a server Edition for you. You can.
