Copying and Moving Files with NTFS

I work at an engineering company and have been asked to make a template containing folders and permissions that can be copied into place for each new job we have. This template would contain a folder with many sub folders that are rights restricted by groups and my boss would like for this task to be something that could be executed at the clerical level. (Clerical on our network has very limited rights) I know its not possible with standard NTFS permissions to have a master folder (the template) and just paste it and rename for each new job and still have the permissions carry over. But is there any way at all to do what I have been asked to do?



 
Where are you trying to create the new folders? Do all folders need the same permissions applied?
 
On our server we have a directory for shop orders under that dir we have a folder for each job such as SO 187 that includes sub folders such as customer info, drafting and drawing list. Each of these sub folders will have different permissions. Under the shop orders directory I would like to just have a folder setup already for the new jobs that I could just paste and rename to the next avaible job number.
