Is there a way to copy a users toolbar to another users profile ? The profile is uthenticating off of a domain, the profile is local to a the machine.

What sort of Toolbar or which Toolbar do you mean?

See what is available from the Files and Settings Transfer Wizard.

Add a Toolbar to the taskbar using a script

Sorry about that, they want to copy the user's task bar for other users to use

Just clarifying your request, do you mean the Toolbar at the bottom of the screen which includes the Start Button, and across to the Notification Area and Clock? Or just part of it (which part?).

Does the user have modified themes that make his Taskbar different from the stock standard Taskbar?

Themes are found in C/Windows/Resources folder.

Yes it is the area between the Start Button and the clock area. User has several buttons there. I'd manually create them but the word "several" does not truly describe the multtude of buttons. Thanks

It's possible that you are referring to the "Quick launch" toolbar... if you are, and you go to this folder...

C:\Documents and Settings\username\Application Data\Microsoft\Internet Explorer\Quick Launch

... you should see the "multitude of buttons" (actually, "shortcuts" if I understand you correctly). Copy these shortcuts to the other user's profile folder.

I believe guitarzan is correct, it's the Quick Launch bar you're looking at. Simply copy and paste from one Quick launch folder to the other. Make sure the user you're copying for has already enabled the Quick Launch bar (Right click the task bar > toolbars > quick launch). Any credential dependant application may not work however if it depends upon Domain credentials.

Quick launch does sound a possibility, I got ahead of myself here, I thought the question was about transferring the Toolbar to another machine.
