how are these different????
 
The Boot System TFTP command is telling the router where to locate an IOS image on bootup. If successful, the router will load this image into its main memory. Once powered off, the router will lose the IOS and will need to load it again from TFTP on reboot, i.e. the IOS is not stored permanently on the router.

The Copy TFTP Flash command is how you copy a new IOS from TFTP to the router's onboard Flash memory. The IOS is now stored permanently on the router and therefore it doesn't require a TFTP server with a valid IOS image to boot from.
