Copy files from old HD to New HD

I have near new Dell with ME. It has a 20GB Ultra ATA Maxtor HD set to CS. The old HD is a 1.6GB Samsung. I set it to CS and tried to boot. No Go. Set Maxtor to Master and Samsung to Slave. No Go. Went into Bias and Auto Detect is seeing the Samsung in Slave position. Any ideas?
 
OR...... just unhook your CD-ROM, and put the OLD-SAMSUNG in there temporarily.

There may be an issue with using an OLD HD like that with the 80-PIN ribbon cable on your NEW HD (ATA/100 or ATA/66).
