I have a machine with windows 98 and open a control panel
window when the machine startup. How I can configure the pc
for control panle don't open?

Find your Startup folder...usually here: C:\Windows\Start Menu\Programs\Startup

Is Control Panel present here? If so, remove it.

the control panel is not present here? What other place I have to check?

Go to Start > Run
Type in msconfig and hit OK.
Go to the Startup tab and read through the entries present. See anything that looks like control panel? If so, uncheck it.
