control characters on the SEB

a tech is asking me to allow control characters on the SEB and that I can get my maintenance vendor to do this. Only problem is, my maintenance vendor knows nothing about telecom so they have no idea what I'm asking them to do. All they do is download a library of alarms so that when something goes wrong they can email me 24/7. I don't know either what this means so can someone tell me what I need to tell my maintenance vendor to do in the SEB programming to allow control characters? many thanks.
 
there is an option to allow or disallow controt char, after you hit the seb some commands (AX) need crtl+], if that option is off the seb will not pass those char. if your vendor does not know what control char. are, maybe you need a new vendor. You can turn them on yourself if you have the seb passwords. level 2, no just the passthru that you dial ion with.
